The designated salary range for this position is: $91,645 - $131,969. Starting wage is based on knowledge, education and work experience.
Primary Accountability:
Responsible for the Fort Leavenworth Utilities Privatization (UP) contract for FreeState.
Essential Duties:
Serves as liaison for the Cooperative, contracting officer, Fort Leavenworth subcontractors, and Department of Public Works (DPW) on all assigned contractual matters relating to Fort Leavenworth.
Administers all compliance programs related to the Fort Leavenworth UP contract.
Documents all business-related processes and procedures related to Fort Leavenworth and conducts regular training sessions to ensure compliance awareness.
Proposes new policy and procedure guidance and recommendations to leadership.
Reviews all new UP contract modifications for contract risk and compliance.
Provides coordination with other departments, as necessary, in the preparation of responses to internal and external Cooperative correspondence and other requests.
Maintains compliance records and generates reports for government submission.
Maintains close, professional interface with internal and external Cooperative personnel (technical, administrative, and business).
Maintains compliance with the Davis-Bacon Act with the Cooperative and all Fort Leavenworth subcontractors.
Ensures subcontractor compliance related to Fort Leavenworth contract activities.
Completes all small business subcontracting plan requirements and submissions.
Qualifications:
Requires a bachelor’s degree, at least 2 years of federal contracting experience, and 1-3 years of management experience. Master’s degree is preferred. A combination of education and experience may be accepted in lieu of a degree. Must have a thorough understanding of federal acquisition processes, government contracting principles, requirements, and regulations (e.g. FARs/DFARs, CMMC, and contract-specific-flow-downs).
Required to obtain Certified CMMC Professional certification within 180 days of employment.
Required to maintain some physical presence on base at Fort Leavenworth to promote transparent and fluent internal and external communications.
Must possess and maintain a valid driver’s license, as well as the ability to gain government clearance.
Experience with NISC software is preferred.
Thorough working knowledge of Microsoft desktop software (Word, Excel, PowerPoint) is required.
Demonstrated knowledge of project management, effective communication skills, strong organizational skills, and the ability to manage multiple projects with different deadlines.
Demonstrated performance to think critically, creatively, and resourcefully in devising practical solutions to problems encountered.
Demonstrate poise, tact, and diplomacy with the ability to handle sensitive and confidential information and situations.
Physical Demands:
Consistently sits for extended periods of time. Occasionally stands, walks, bends, stoops, squats, lifts, unpacks and moves up to thirty (30) pounds.
Ability to perform finger and hand manipulation and perform repetitive motions to use a computer keyboard and telephone, as well as other office equipment.
Ability to read computer screens, mail and talk on the phone.
Work Environment:
Professional and deadline-oriented environment in an office setting.
Regular, reliable attendance is required.
Interaction with staff, vendors, and members.
Must be able to report to their primary worksite after regular business hours, as soon as possible, in the event of an emergency situation such as electrical outages, inclement weather, etc.
Ability to travel between offices and attend meetings, trainings, workshops, and seminars, as directed.
