Summary of Position
NRECA's Finance department manages the accounting, financial planning/budgeting, and procurement operations across a broad range of entities and businesses that support NRECA and its affiliated organizations, trusts, and other entities. We are a team of dynamic individuals collaborating across NRECA to implement best practices and provide innovative business solutions. We enable the good stewardship of member funds across NRECA by diligently embracing our core values of transparency and fiscal responsibility.
We are searching for a new team member to oversee the comprehensive full cycle grant and contract administration, ensuring compliance with corporate policy and relevant regulations for international grants and government contracts.
Key Responsibilities:
Oversees contract management for various types of federal government contracts and grant awards, from proposal submission to award setup and closeout.
Reviews solicitation and contractual documents for consistency and accuracy.
Prepares and assesses cost proposals for compliance.
Recommends actions to ensure contract performance and to mitigate risk.
Analyzes contract financials against budget and participates in both internal and external audits.
Develops thorough understanding of the project scope, deliverables, budgets and contract terms and conditions.
Contributes to the annual Single Audit process and prepares the Schedule of Expenditures of Federal Awards (SEFA) in a timely manner.
Leads the preparation fully compliant cost proposals for contracts and grants.
Qualifications
Required Qualifications and Skills:
Bachelor's degree in Business or related field or an equivalent combination of education, training, and additional experience.
5 or more years of increasingly responsible experience in financial management.
Federal grants/contracts experience preferred (i.e. USAID and World Bank).
Capture Manager or price/cost proposal experience preferred.
Major ERP experience required with preference given to Workday.
Federal Contracting or Grant Management Certification preferred or the ability to complete within a reasonable timeframe upon being hired.
Knowledge of FAR, 2CFR200 and federal award regulations.
Proficiency in general accounting principles.
Effective organizational skills with the ability to manager multiple projects and deadlines.
Ability to foster cooperation and share information with a wide variety of people.
Essential Physical Requirements:
The worker is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal and extensive reading.
Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for sedentary work and the worker sits most of the time, the job is rated for light work.
