Position Summary
This position is responsible for planning, directing, and coordinating the Transmission Planning activities for PEC within the Electric Reliability Council of Texas; duties include coordinating with consultants, contractors, distribution planning, substation engineering, system maintenance and transmission operations to identify improvements needed to provide transmission service in accordance with NERC, ERCOT and the Cooperatives reliability standards.
Essential Duties & Responsibilities
Ensures that facility improvements are identified in accordance with NERC Reliability Standards, ERCOT Protocols and Guides, and PEC’s reliability requirements.
Ensures participation and representation in the ERCOT Steady State and Dynamic Working Groups, including providing model parameters for PEC-owned facilities.
Provides support to Transmission Operations.
Maintains the database for PEC’s Facility Ratings in accordance with NERC Reliability Requirements, ERCOT Protocols and Guides, and PEC’s Facility Ratings Procedure.
Ensures performance of system studies need to interconnect new generation and load.
Participates in the ERCOT Regional Planning Group
Supports regulatory filings in conjunction with PEC’s Transmission Cost of Service filings and petitions to amend PEC’s Certificate of Convenience and Necessity for the construction of new facilities.
Coordinate with consultants, members, developers, and government entities as required.
Supervise the work of staff, consultants, and contractors to ensure adherence to quality standards, deadlines, procedures, and implement error corrections when required.
Provide employees with guidance in handling difficult or complex problems and in resolving escalated complaints or disputes.
Implements policies, procedures, and service standards in conjunction with management.
Discuss job performance problems with employees to identify causes and issues and work to resolve problems.
Teach and instruct employees in job duties and company policies or arrange for training to be provided.
Evaluate employees' job performance and conformance to regulations and recommend appropriate personnel action.
Recruit, instruct and supervise subordinates.
Develop and manage department budget.
Establish work priorities and activities.
Establish metrics and prepare monthly reports.
Maintain the security of confidential information.
Stay abreast of advances in technology.
Demonstrate regular and prompt attendance.
Performs other related duties as necessary or assigned.
Supervisory and/or Leadership Responsibilities
A full range of supervisory activities, training, evaluation, counseling, and recommendation for termination. This includes, but is not limited to, effectively communicating organizational policies and other information to subordinates, ensuring that employees have a clear understanding of their responsibilities.
Knowledge, Skills & Abilities
Knowledge of Power Flow analysis required to maintain compliance with NERC Reliability Standards and ERCOT Protocols and Guides.
Knowledge of business and management principles including strategic planning, resource allocation, leadership techniques and budgeting.
Knowledge of using computer systems, which may include setting up and using hardware and software programs, error checking, database design, entering data or processing information.
Knowledge of principles and processes for providing customer service.
Knowledge of ERCOT protocols and guides and NERC standards.
Skilled in monitoring and managing performance.
Skilled in establishing and communicating performance expectations and metrics.

Minimum Qualifications - (Education, Experience)
Bachelor’s Degree in Electrical Engineering (preferred with emphasis in Power Systems)
Ten years of related work experience
Experience with power flow software used to perform steady state and time domain simulations (PSSE, PowerWorld, and TARA preferred)
Experience with analysis of the ERCOT transmission system and participation with ERCOT Working Groups preferred
Licensed Professional Engineer in the State of Texas
Valid Texas Driver’s License
