The Bloomberg Center for Government Excellence (GovEx) at Johns Hopkins University (JHU) School of Government and Policy (SGP) seeks a Director, Civic Research and Impact. The Director designs, advances and elevates GovEx’s academic-oriented programs and activities, working in close collaboration with center leadership and staff and faculty and staff from across SGP and JHU. Reporting to the GovEx Senior Director for Academic Affairs, the incumbent also coordinates closely with other areas of the center’s academic affairs functions including student-facing programs and monitoring and evaluation.
Specific Duties & Responsibilities
Center Research and Academic Agenda and Strategy
Lead the definition, development, and management of GovEx’s applied research and academic initiatives agenda and strategy leading to impactful academic and practitioner led research and publications that impact the field of public sector performance management, data science and AI and that provide canonical reference points for the development and design of GovEx programming.
Research Coordination and Execution
Coordinate opportunities for and center funding investments supporting research and scholarship including case studies to immediately inform the body of knowledge around applied AI, data analytics and AI and data governance focused on city governments. Build collaborations with faculty and their teams, supervise center research staff and contractors, graduate fellows, post-docs, and others to ensure effective design and execution of research initiatives and high-quality products and outputs.
Content and Knowledge Management
Oversee the full lifecycle of the center’s major knowledge products, including the development, curation and editing of canonical texts, research reports, and other publications that contribute towards GovEx's thought leadership and dissemination of impactful information and findings to broad audiences.
The Director, Civic Research and Impact position is primarily based in Baltimore, Maryland. As with all GovEx leadership positions, and given expectations that the incumbent will develop and maintain close working collaborations with SGP faculty and staff, the incumbent will be required to maintain a regular presence (typically 2 to 4 visits per month) at SGP’s location at the Hopkins Bloomberg Center in Washington, D.C.
Minimum Qualifications
PhD in a relevant field (e.g., Public Policy, Public Administration, Data Science, Urban Studies, Political Science).
Five (5) years of progressively responsible experience in a university, on-profit, or government setting, including significant experience in research leadership, staff supervision, and curriculum development.
Additional education may substitute for required experience, and additional related experience may substitute for required education beyond a high school diploma/graduation equivalent, to the extent permitted by the JHU equivalency formula.
