Develops and maintains detailed Bus, Paratransit and Non-Revenue Fleet replacement plan. Assists with operating effort with capital vehicle acquisitions; continually evaluating and updating the fleet replacement plans strategy. Assists in providing specifications for all road vehicles, replacement parts, and commodities equipment based on sound engineering principles.
Develops and manages the quality assurance and quality control program. Develops and/or reviews quality assurance reports of findings; determines alternatives and makes recommendations for quality assurance inspections.
Provides technical support and expertise in the development of specifications for transit fleet, repair, modification, and maintenance of vehicles. Ensures, through testing, evaluation, technology, and warranty recovery that quality is maintained at the lowest life cycle cost.
Implements a comprehensive vehicle maintenance quality assurance and quality control program for fleet vehicles. Oversees the management and support of all Federal Transportation Administration (FTA) and State Safety Oversight (SSO) related activities, including but not limited to: Public Transportation Agency Safety Plan (PTASP); Safety Management Systems (SMS); FTA Safety Bulletins and Advisories; FTA State of Good Repair; FTA Transit Asset Management and SSO Program Standards.
Chairs the Agency Reliability Centered (RCM) program Configuration Change Board for all road vehicles.
In coordination with the Deputy Chief, Bus Maintenance, the role oversees the development and administration of the annual operating and capital budgets. Provides the forecasts of operating funds needed for staffing, equipment, materials, and supplies as well as forecasts for capital funds needed for major component replacements and vehicle replacements.
Responsible for the achieving vehicle maintenance performance and operational goals, establishing systems and processes for goal fulfillment with a mindset of continuous improvement. Develops standards, specifications, and monitors the performance of contractors and/or agency employees responsible for maintenance services. Makes performance recommendations to the Deputy Chief, Bus Maintenance.
Conducts various special studies, product evaluations, failure analyses, cost/benefit assessments, and repair/replace analyses.
Documents contract performance, including monitoring, evaluation, and compliance tracking using key performance indicators (KPIs), identifying trends and areas for improvement. Ensures that contractors provide adequate training as outlined in maintenance contract(s).
Develops relationships with and works regularly with agency staff across divisions, local stakeholders, including member city staff, consultants, to coordinate maintenance activities, report on performance, collaborate on ongoing and upcoming initiatives, resolve issues related to projects and day-to-day maintenance and operations, and build customer satisfaction.

Mobility to work in a typical office setting, use standard office equipment, and to drive a motor vehicle to visit work sites and attend meetings; Ability to travel for extended periods to inspect and receive vehicles from factory required. Vision to read printed materials and a computer screen; and hearing and speech to communicate in person or over the telephone.
Incumbents in this position may be subject to moving mechanical parts, electrical currents, vibrations, extreme temperatures, inadequate lighting, workspace restrictions, intense noises.
Exerting up to 25 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects.
