The Target Hiring Range for this position is: $134,000-$149,000
The State Office Readiness Program Senior Program Managers are responsible for security management for a portfolio of state offices. The management includes significant oversight of our security contractors, and a typical Senior Program Manager will be supervising 10-20 simultaneous security installations with an average value of about $30,000 each (or $300,000 to $600,000 total at any given time). They also coordinate and approve designs for office security enhancements, working with GSA staff, architects, commercial landlords, other SAA groups, and others to design and install/construct security enhancements to state offices that can range from applying ballistic-rated window film to full office buildouts. Critically, the Senior Program Managers are charged with getting Senator and staff buy-in for security enhancements.
In addition, this position is responsible for managing security service and maintenance issues through our vendor program team, directly interacting with senior staff from Senator's offices (State Directors and Administrative Managers/Directors) and representing the SAA while visiting offices across the country. The typical incumbent travels 4-6 weeks per year to perform security assessments, inspect contractor work, teach state staff various courses related to safety and security, and assist Senate staff and other SAA groups with recommendations on office moves, security enhancements and related matters.
The Senior Program Manager is also responsible for assisting staff in each of their assigned state offices with a variety of emergency preparedness issues such as: Emergency Action Plans, emergency supplies, and training.
The incumbent will participate in a rotating duty program (approximately one day per week) where they are responsible for initial management of after-hours emergencies affecting state offices, which includes making notifications to SAA leadership, and taking initial steps to resolve issues by engaging contractor personnel and/or other SAA departments.
This is a hybrid position, with the incumbent expected to be working onsite a minimum TWO days per weeks on average.

Required Work Experience
8-10 years of experience in Physical Security and/or Emergency Management.
Required Special Skills/ Knowledge

Driver’s License (SORP).
Knowledge of physical security principles, systems, and operations, including assessment, implementation, alarm system installation, monitoring, and maintenance.

PSP and/or PMP certifications desired.

Working Conditions
This position directly supports essential services of the U.S. Senate. As such, this position requires the employee be available and prepared to work during a lapse, during inclement weather, on holidays, weekends, and during late nights to ensure essential services to the Senate continue without interruption. In the context of government furloughs, this position is considered excepted.

Security Clearance
This position requires that the applicant obtain and maintain a U.S. Government security clearance.
Applicants must be U.S. citizens in order for the SAA to submit your application for a security clearance.
The Senate Sergeant at Arms is a person elected by members of the Senate and typically changes when party control of the Senate changes. The vacancy we’re discussing today is to work in the Office of the Senate Sergeant at Arms or SAA, with about 1000 other people who manage tasks ranging from management of the IT infrastructure, to making furniture, to graphic design, and security and emergency preparedness. All employees are technically “at will” and typically after a party change, the top 3 or 4 people will be replaced. Beyond the executive leadership, many employees have long careers of 20+ years spanning party changes, which is typical. The Senators, and more directly, their staff, are our “clients” and we aim to provide outstanding customer service. The SAA organization is officially non-partisan, and we are expected to be able to professionally support the entire Senate community.
