Designs, stakes, and drafts work orders to RUS and NESC standards for the Nolin RECC distribution system. Scope of work will focus on residential service requests and construction work plan projects.
RESPONSIBILITIES
1. Responsible for maintaining current knowledge of the National Electrical Safety Code (NESC) and other standards and specifications applicable to connecting service points to the Nolin RECC distribution system. Additionally, maintains a working knowledge and general adherence to all applicable statutory rules and regulations.
2. Responsible for coordinating field efforts to secure easements with consumers for construction of new or improved distribution lines. Also obtains and maintains notary public appointment.
3. Prepares estimates for line extensions and line relocations.
4. Prepares field notes and drafts work orders for electrical extensions, maintenance, and improvements. (Designs all primary and secondary line extensions and system improvements according to Nolin RECC and RUS Standards.)
5. Ensures transformer and conductor sized appropriately for anticipated load.
6. Reviews and updates Nolin RECC mapping records while in the field to ensure accurate record keeping of distribution plant assets.
7. Ensures that Nolin RECC poles and lines are sufficiently designed to the applicable design criteria and loading factors, utilizing internal information as well as information from joint use attachers.
8. Maintains an understanding of assembly units and material items, while maintaining awareness of material inventory availability necessary to completed jobs.
9. Contacts Kentucky 811 for locator services related to Line Design Department activities.
10. Responsible for identifying and reporting any recognized hazards on the Nolin RECC distribution system.
11. Maintains tools and equipment in a clean, neat and safe working manner.
12. Works according to Nolin RECC safety and driving guidelines, reports all accidents immediately, and is responsible for the safety of the assigned area.
13. Assists in storm restoration efforts and maintains a working and clerical knowledge of the FEMA recordkeeping standards for disaster assistance.
14. Contributes to the development of construction work plan projects and other system improvements by identifying system needs.
15. Aids in the maintenance of the Line Design Handbook which is a training tool as well as a standard operating guide for procedures and processes.
16. Must be able to obtain and maintain industry accredited Staking Technician Certification.
17. Assists Apprentice Line Design Technicians as directed.
18. Ensures materials are available for upcoming projects, corresponding with warehouse purchaser.
19. Performs other duties as assigned.
EDUCATION/EXPERIENCE:
High school diploma and five years experience or Associates Degree and two years experience. Trade school classification in electricity/electronics, engineering technology, or a current certification in line training preferred. Must obtain an accredited certification in Line Design and Staking within 2 years of employment.
KNOWLEDGE:
• Maintains a thorough understanding of Nolin RECC and PSC policies and procedures.
• Maintains effective knowledge of electric distribution design, operation, and RUS construction specifications.
• Maintains a thorough understanding of the internal computer system (access consumer accounts, service orders, staking sheet, GPS/GIS, and etc.).
• Must be able to explain code requirements, determine code types, size/location of service, review policies, and estimate/quote costs for projects.
• Understands departmental relationships/functions and workflow between areas.
• Understands Nolin RECC safety and driving guidelines.
• Must possess ability to identify problems and deliver solutions.
• Must be able to read and interpret member provided load sheet information.
CONTACTS:
• Maintains a courteous and cooperative relationship with employees and the public.
• Internal: daily positive interface with employees at all levels within the Cooperative, and coordinates business activities interdepartmentally.
• External: contractors, consumers, city/county/government representatives, engineers, community agencies, architects, and other Cooperatives.
ABILITIES AND SKILLS:
• Utilizes the internal computer system to access consumer accounts and operates office equipment.
• Understands, clarifies and effectively communicates Nolin RECC and governmental agency policies and procedures.
• Must be able to interpret and apply NESC, NEC and other industry standards as necessary.
• Processes work order and service order requests in a timely and efficient manner.
• Must be able to complete reports, paperwork and perform mathematical calculations applicable to the Line Design Tech daily functions (transformer and conductor load calculations).
• Relates and empathizes with employees/consumers, and maintains a professional demeanor.
• Participates in and promotes a positive team environment and independent thinking. Works efficiently without waiting for instruction, self-starter.
• Must be motivated to attend any additional training deemed necessary to enhance job skills and performance.
WORKING CONDITIONS:
• May include inside office environment (50%) and outside (50%) in all types of weather, terrain and road conditions. Lifting up to 50lbs.
OTHER:
• Must possess a valid driver's license.
• Must be willing to attend training courses related to the staking position and/or the cooperative industry.
• Overnight travel for training may be required.
• Must be able to obtain First Aid and CPR certification.
• Must complete basic work zone traffic control and flagger certification.
