The purpose of this position is to ensure all new and existing buildings within the town are built and maintained consistent with nationally recognized standards for health, safety, welfare, energy and water conservation, adequate egress from facilities, sanitary equipment, light and ventilation, life safety, structural strength and compliance for disability and age accessibility; perform skilled technical work; conduct inspections, review plans and enforce town ordinances.
Duties and Responsibilities:
1. Inspects residential and commercial buildings, structures and building systems during the duration of construction, alteration and repair, to ensure compliance with approved plans, codes, regulations and town ordinances; duties include but are not limited to ensuring proper positioning within property lines; and inspecting structural, electrical, plumbing, mechanical and energy systems for compliance with approved plans and appropriate codes, regulations and ordinances.
2. Reviews residential and commercial permit applications, plans and specifications for permit approval and issuance. Areas of review include, but are not limited to structural, plumbing, electrical, mechanical and model energy code; location for zoning and engineering requirements. Utilizes department’s permit database to document review and status of projects.
3. Confers with homeowners, business owners and contractors regarding deficiencies found during inspections and plan review and notifies same with required corrective actions; conducts re-inspections as necessary to confirm compliance; maintains records.
4. Receives and investigates complaints from tenants, homeowners’ associations and the public, complaints regarding unauthorized construction, and other violations of town ordinances and building codes, conducts inspections and seeks resolution for complaints.
5. Provides general technical assistance when requested; provides support for the Rental Inspection Program, Backflow/Cross Connection Program, and Tall Grass Program.
6. Conducts pre-construction meetings; conducts property maintenance inspections, including building and structure condemnations; answers questions on obtaining certificates of occupancy and permits; issues certificates of occupancy for residential and commercial properties. May periodically respond to emergency inspections.
7. Assumes the role of Acting Building Official in the Building Official absence, as assigned.
8. Performs other duties as required.

Requirements:
• High school diploma required • Higher education or certified training with emphasis in building trades, engineering/architectural or related field required • Supplemented by experience and/or training in building trades, including carpentry, electrical, mechanical, plumbing, general contracting or construction inspection; • Certification by the Commonwealth of Virginia as a commercial building inspector preferred, or the ability to obtain certification within 12 months of employment. This requirement is mandated by the State to maintain position • Certification by the Commonwealth of Virginia as a commercial combination inspector, combination building plans examiner, or the ability to obtain certifications within three years of employment, with certifications kept up-to-date and state mandated continuing education credits completed. These are State mandated requirements and adherence is mandatory • Valid driver’s license with acceptable record
